Who We Are

Singcha Ghene Welfare Society is a non-political and purely non-governmental organization (NGO), operating in accordance with the norms of the Registration of Societies Act of 1860 (Extended to Arunachal Pradesh Registration of Societies Act 1978). Committed to the welfare of the weaker sections of society, our organization serves the common people residing in the state of Arunachal Pradesh.

Our Focus Areas Include:

  1. Medical Services: We provide essential medical aid to individuals residing in remote areas where healthcare services are inaccessible, ensuring that everyone has access to quality healthcare.

  2. Paramedical Education: Operating in collaboration with the Directorate of Health and Family Welfare, Government of Arunachal Pradesh, Ministry of Health and Family Welfare, we run a paramedical institute. This institute equips medical staff with the latest developments in the field, ensuring high-quality healthcare delivery.

  3. Disaster Relief: In times of natural calamities or disasters, we provide immediate medical assistance to affected individuals, striving to alleviate suffering and save lives.

  4. Community Outreach: We conduct medical camps and mobile health clinics in remote areas, ensuring that healthcare reaches even the most underserved populations.

  5. Social Awareness: Through awareness campaigns and educational initiatives, we strive to eradicate crimes such as child abuse, human trafficking, child marriage, and violence against women. We collaborate with national and state-level organizations to raise awareness and promote societal change.

MEMORANDUM

Memorandum of the Singcha Ghene Welfare Society

We the like-minded people residing in Itanagar, Papum Pare district of Arunachal Pradesh do hereby declare an oath and affirmation to constitute a new non-governmental organization (NGO) under the name & style of "SINGCHA GHENE welfare society" and pledge to enact this preamble to work voluntarily in the health sector and render service for the welfare of the down-trodden people irrespective of caste, creed and committed to treat each other as equal citizen. We signed this constitution and Bye-laws on this seven 12 July two thousand thirteen for
the larger interest of common people. "The SINGCHA GHENE welfare society is non-political having a non-governmental organization in character as per the Societies Registration Act of 1860
(Extended to Arunachal Pradesh registration of societies) Act, 1978.
A) NOMENCLATURE HERE
The name and style of the society will be "SINGCHA GHENE welfare society"
B) REGISTERED OFFICE
The registered office of the "SINGCHA GHENE welfare society" will be located at NITI
VIHAR, P.O/P.S-Itanagar, Papum Pare District, Arunachal Pradesh.
C) BASE OFFICE
The "SINGCHA GHENE welfare society" will have a base office at Itanagar as well as in
all district headquarters for proper coordination and public mobilization.
D) AIMS, OBJECTIVE & ACTIVITIES OF THE SOCIETY:

1 “SINGCHA GHENE welfare society” is a non-political organization and is purely a non-governmental organization (NGO) in character and will work for the welfare activities of
the weaker section of the society as per the norms of the Registration of societies Act of 1860 (Extended to Arunachal Pradesh Registration of Societies) Act 1978.
2 The "SINGCHA GHENE welfare society” will render services to the common people living in the state of Arunachal Pradesh as a non-governmental organization (NGO) in the field of medical science and provide medical aid to the people living in remote area where the health care services is inaccessible.
3 The SINGCHA GHENE welfare society shall run a paramedical institute to impart medical education and training to the medical staff to equip them with the latest developments in the field of medicine in collaboration with the Director of Health and Family Welfare, Govt. of Arunachal Pradesh, Ministry of Health and Family Welfare.
4 The society shall hold a symposium and seminar to update the medical fraternity to the recent developments in the field of medical science.
5 The Society shall provide immediate medical aid to the affected people in case of the natural calamities/disaster.
6 The SINGCHA GHENE Welfare Society shall conduct a medical camp in the remotest area of Arunachal Pradesh.
7 The SINGCHA GHENE Welfare Society shall hold a mobile health clinic in the far-flung village.
8 The SINGCHA GHENE welfare society will launch awareness campaigns against child abuse, child & human trafficking, force & child marriage, crime against women & for girl child, child labour in collaboration with National Commission for Women (NCW), Arunachal Pradesh State Commission for Women (APSCW), Ministry of Social Justice
& Empowerment, Ministry of Family Welfare by holding seminars etc. for eradication of such crime in the region, by organizing mass procession by involving Panchayati Raj leaders, students and voluntary organization as well as by publishing magazines, booklets etc. Such programme shall be held in all the important places in village, circles, and district headquarter even in the state capital as well as national levels for better interest of the people at large.
9 To organize training and employment programmes for women so as to promote autonomy and self reliance of women by imparting skills enabling women to acquire capacity to take income generation activities in traditional sector and provide them support services with an objective by imparting training for skill building and organizing women in small groups to access credit, take up employment condition through ntegrated manner, mobilize women in small viable group, impart training for skill up-gradation..

10 The Society shall provide a Short Stay Home to the victims of Domestic Violence, Child Marriage and other aggrieved women and shall support the aggrieved women and girl
with full cooperation to the Local Administration and the society shall provide basic health care facilities to the victim.
11 To mobilize and run scheme for national crèche fund (NCF) with concern of the people.
12 To organize health promotion programmes and legal awareness prorgmmes for all section of the people.
13 To organize condensed course of education for women and children in either urban or rural areas with an objective to support failed metric or equivalent examination as private
candidate for higher studies.
14 The society shall run a community health services and organize a family counseling for the better health service.
15 To organize and run vocational training programmes for women and the weaker section as well as physically challenged person.
16 To run/conduct and construct crèche (Day care centers) for children of working and ailing mother in selected places.
17 To run and mobilize innovative programme for the benefit of the educationally backward minorities and weaker sections of the society with modern facilities especially to run
residential and non- residential school mainly for girls.
18 To run and organize integrated programmes for street children with all kinds of facilities along with operation homes.
19 To run and conduct integrated programmes for older person of different community in urban and rural areas.
20 To run and construct old age homes /multi-service centers for older person of both male and female.
21 To organize/conduct seminars, symposia, awareness camps for drug and alcohol demand reduction in collaboration with the state and central Govt. for the larger interest of the
common people.
22 To organize and provide programme for development of persons with disabilities with necessary life support system.

23 To run vocational training centers like computer class, online and offline counseling with latest technological methods for better development of the common people.
24 To take up necessary schemes and projects relating to survey feasibility, investigation, identification, awareness sensitization and guidance as well as to take up important
project for community health - base rehabilitation programme.
25 To run and take up for all types of disability projects along with schemes under human resources development ministry for over all development of the region by organizing
seminars, workshop and awareness camps by involving resource persons.
26 To run and organize necessary schemes for legal literary including legal counseling, legal tips, legal aids and analysis evaluations of existing laws for public interest on lucid
manner for weaker section of society.
27 To run and manage stay homes for all types of disabilities by providing transportation, computer education with the help of Govt. aided facilities and special grants under the
ministry of social justice and empowerment and other funding agencies for the better
interest of the weaker section of the society.
28 This society will come forward to initiate viable scheme and programme for the benefit of the child and women with coordination from the ministry of labor as well as under
UNICEF/UNESCO norms at different level.
29 Singcha Ghene welfare society shall offer a health care service to the poor and to do integrated rural development by establish, construct and maintain hospital/nursing home
and medical college.
30 "SINGCHA GHENE welfare society" will celebrate 12 July as the foundation days of the society every year.

 


BYE-LAW
Bye Law of the Singcha Ghene Welfare Society

1. The "SINGCHA GHENE welfare society" will act as one of the brand ambassadors for health care sector.
2. The society is a non-political organization and is purely a non-governmental organization (NGO) in character and will work for the welfare & activities of the weaker section of the
society as per the norms of the registration of Societies Act of 1860 (Extended to Arunachal Pradesh Registration of Societies) Act 1978.
3. Any legal case and PIL against the mission will be at Itanagar jurisdiction only.
4. The tenure of the governing body of society will be 5 (five) years only in which the present member can seek re-election for the next term on the basis of his/her performance
during the last tenure.
5. The Base-office is not required to get separate registration and all Base offices will be directly controlled and supervised by the head office (Registered office) located as
mentioned in the article of the Constitution.
6. All the governing body members of the society has to fill up the membership forms before joining into the cabinet by depositing a sum of Rs. 1,000/- (Rupees one thousand)
only and any members who want to join the mission as life membership be required to deposit Rs.4,000/- (Rupees Four thousand) only.
7. The society fund will be raised through subscriptions from the members, taking loans and advances from Govt. institutions, Govt. & public undertakings, corporate bodies, social and voluntary organizations and seeking financial aids from national and international funding agencies and individuals for proper implementation of ongoing and proposed project and schemes by food stall voluntary donation from like minded people and groups through advertisement for yellow page magazine and by selling & publishing telephone diaries and calendars as well as tourist guide books.

RULE & REGULATIONS GOVERNING THE SOCIETY

DEFINITION:

1. "EXECUTIVE "means Executive members of the society
2. "CHAIRMAN" means chairman of the society
3. "SOCIETY "means SINGCHA GHENE WELFARE SOCIETY
Qualification and election
No person who is not sound in mind and who is adjudicated as insolvent under insolvency acts shall be eligible to be appointed, or nominated, or co-opted as a member of society.

MEETINGS OF THE BOARD OF THE SOCIETY :
a) The executive members of the Society shall meet ordinarily once in three months and more often if need before the transaction of the business of the Society.
b) The meetings of the executive members of the Society shall convene by the Chairmen of the executive of the society (on his own or on the request of a majority of the executive
members of the society).
c) The meeting may be conveyed with seven days notice.
d) The quorum for any meeting shall be 3 or 50% of the number of Society members in the board whichever is higher. In the absence of the chairman, one of the executive members of the society may be elected to be chairman of such a meeting only.
e) Every matter coming before a meeting of the society, shall be determined by the majority of votes and when votes are equally divided the chairman of the meeting shall have and
exercise a second and casting.
f) The minutes of the proceeding of each meeting shall be recorded in writing in a bookkeep specifically for that purpose and shall be signed by the chairman and other executive
members of the society present at the meeting.
g) In case of emergency, the chairman of the society may ascertain the opinion of the executive members of the society by circulation of the records among all the society members and in case of the majority of the opinion carry out the same.


POWERS AND FUNCTION OF GOVERNING BODY


A) CHAIRMAN-CUM MANAGING DIRECTOR
1. He /She is the executive head of the society.
2. He /She shall preside over all the meetings so governed by the mission relating to any affairs of the society and he/she will put signature on the final draft which will be the
properties of the mission.
3. In the event of the tie-vote, the decision of the election process will be decided on the vote cast by the chairman-cum-managing director and the final decision will be made for either candidate/group.
4. Any legal matter relating to the society will be taken up by the chairman-cum- MD on behalf of society and he can direct or authorize any of his/her governing body members to represent the mission on his behalf if so desires.

B) VICE-CHAIRMAN
The vice chairman will function as an alternative to the chairman cum- MD in the absence of the chairman -cum-MD and he/she will assist the chairman in all activities of the society.

C) MEMBER SECRETARY
a. The Member Secretary is the overall in-charge of the society in its day-to-day affairs and will work as per directives of Chairman-cum- MD.
b. He/she will assist both Chairman and Vice-Chairman from time to time.
c. Any circular regarding governing and executive body meeting will be issued by the Member Secretary with due permission from the Chairman by seeking approval of the matter and he will be the mouth piece of the society.

D) TREASURER
a. He/she is the custodian of all financial matters of the society.
b. He/she will open an account on behalf of the mission in the recognized bank which will be jointly operated by the Chairman-cum MD and Member Secretary respectively.

E) CHIEF AUDITOR
The chief Auditor will conduct audit verification once in a year or may conduct such audits each and every function where huge financial expenses seem to be involved by calling all the audit members with permission and approval from the chairman-cum- MD.

F) PROGRAM COORDINATOR
The coordinator will work as an ambassador of the society regarding the conduct of any important events so required and he/she will inform all the concerned organizations well in advance proper coordination with the society.

G) SECRETARY PUBLICITY
He/she shall look after all the printing and publicity affairs of the society for proper functioning of the society.

H) AUDITOR MEMBERS
The auditor members will be appointed by the Chairman cum MD and these auditor members will conduct audit verification whenever/wherever called by the chief auditor.

I) EXECUTIVE MEMBERS
The Executive members will be appointed by the Chairman-cum- MD by seeing the situation and they can attend any executive body meeting called by the society and they have the right to vote during the election of the society.

J) RESOURCE PERSON
The resource persons, appointed by the Chairman-cum-MD will assist the society as directed by the society depending on the situation.

AMENDMENT OF CONSTITUTION:-
No amendment to or alteration in the rules & regulations of the institution or the enactment of new rules shall be made or accepted at the meeting of the general body convent for proposed and passed by 2/3rd majority of the members present a d voting
